It’s not GR 6.4 because the situation took place with FIB and LSPD, and you were saying “your ID” not “show me your ID.” There’s a difference. When you corrected your mistake, he wasn’t even next to you. This is not considered GR 6.4 because GR 6.4 says if someone refuses to show their ID when asked, or in other words, if you say “show me your ID” and they say “no,” that would be GR 6.4. But in your POV I don’t see any GR 6.4.
