How he can Cuff and search a First person first Of all

Is he caring a tag on his body and whereever that he is a first person?? No right? how a person can know he is first person? And where its written that LSPD Leader can carry guns while he off duty?? One can say that he can carry gun as he is the first person anytime anyone can attack on him.. But for the secuirity reason, he can apeal to the government that he is going somewhere he needs some secuirty, as per as my knowledge in thise case USSS Director should enforce a quite number of agents with him or his family for his proetction.
