In my POV, an active situation was occurring. An LEO used force to undrag a person who was already detained by another officer. All LEO's from SAHP and FIB while reviewing the bodycam footage of the arresting officer were on mail. During that time, this LEO used force to undrag the person being detained and attempted to remove the detained individual from the active situation which is a violation of GR 6.4.
