3.1 As we know LSPD Headquarters is near the ghetto so in my term I will perform multiple ghetto patrols and we will also try to have a good control on the ghetto so then we can stop multiple ATM robberies in the ghetto.,

3.2 I will hire a good swat team with good shooting skills and who have good experience which will help us to will store robberies and gun store robberies plus they will also help us to have a good control over ghetto we will only hire guys who have good experience and knowledge about these things to reduce rule breaks.,

3.3 To control all the units in my term I will have a good IA department IA department will be headed by the guys who had good knowledge about case files and good knowledge about the law. This will maintain a good professionalism in the organization.

2.1 I want to become the Leader for the LSPD because i have a strong passion on the organisation and can bring some good work to the organisation by maintaining the laws of the city. I can create a good active members in the organisation and performs the operations in a good tactics and will be showing some good improvement from day 1 to till the end of the term. i want to bring good communication, dedication, regular patrols, good training and with the background verification as well. I will make sure that Los Santos will be drug and crime free and will be taking care about the situation and will be responding as soon as possible.

2.2 In the organisation i had noticed that in they don't have the full power like FIB. When i had seen many FIB officers are having an Free hand to protect the city and they do have the freedom, courage, aggression in their work field. So i want to bring that momentum into the LSPD organisation so that our LSPD will have some good momentum and they do feel that we can work freely and can bring some good activity to the organisation. In my term i will be bring some new implementations and will be work together to make the work effectively and eaisly. i had noticed that now a days many people are getting the ranks very eaisly and fastly and in my term the rankings will be allotted very carefully and will be taking their interview and will be assigned their ranks according to that. So generally they need to Earn the Rank.

2.3 In my term i will try to improve units to attend the events and will be increasing the numbers day to day and will be attending the events with the good numbers and this will make the organisation to run smoothly. My units will be patrolling the city and will be guarding the city and will try to stop the illegal activites. I will divide the units into 2 groups and so that they will divide the work and will be able to respond to their situations by their will. Its my promise that i will be very active and will be taking care about the events and will try to give my best for the LSPD organisation.


3: Your advices for improving RolePlay level in organization.


3.1 My main advice would be to focus on realistic and interactive scenarios that keep both officers and civilians engaged. This means encouraging officers to handle situations with proper communication, use detailed emotes, and avoid rushing through arrests or investigations. I will also suggest regular training sessions and patrol simulations so members can sharpen their skills and stay consistent with proper procedures. Finally, promoting teamwork and creativity will make RP situations more enjoyable for everyone in the city.

3.2 The other factor would be having professional deputies and command members who are responsible and can lead other people and lead by example. The leadership has a significant influence in the development of the RolePlay standard of the entire organization, therefore I would ensure that my command team will assist the lower ranks under mentorship and active supervision.


3.3 Finally, I would emphasize on discipline and respect. What makes a great LSPD officer stand out of the average one is his or her attitude at the time of RolePlay. This emphasis on the standards, the reasonableness, and the continued interest and engagement of all officers may make the LSPD the role model that the entire city may follow in terms of the quality RolePlay.

MY DEPARTMENTS

Human Resources : HR will take care of hiring citizens that want to join , they will take care of training the officers that are new to law enforcement , and they will take care of the organisations internal roster and emails to ensure we dont get lost and everything is where it should be

Internal Affairs : IA will ensure things are running smoothly within the organisation by doing trunk inspections , licence checks , background checks , body cam checks etc .. on our officers , and IA will also make sure to investigate matters internally if they get complaints on officers whether it is corruption or false fines so they can be dealt with.

Special Weapons and Tactics : SWAT will be the firepower of the organisation , and will be the brute force individuals during situations against gangs or criminal families , all the units within SWAT will be training together often to keep sharpening their shooting skills , and to ensure when the time comes they are the best and they will take the opposition down

Traffic Enforcement Unit : TEU will be towing and cleaning the city of illegally parked vehicles in general. TEU will be important to keep active as it really helps the city with the abandoned cars and the illegally parked ones , so this department will have very rewarding bonuses , they will also ensure checkpoints are ran often.

I Zain Bro whose first org of his career is LSPD and my hr officer name is Shadow fosterr who hired me and takes my interview and i served for nearly 2 terms. And grinding through every possible ranks in the LSPD due to which i am known to every possible situation or things going on this organisation and due to which i am blessed by the way of handling the org with very high prestige and maintain the qualitative performance of he organisation. : I have served as a Cheif of staff of (ia) along with handling all the departments in LSPD almost single handedly and also have managed to maintain the activity even without any warnings or verbals.

- Since the beginning of my career in 2021, I have served—and continue to serve—under many different leaders. Throughout my time in every legal organization I have been part of, I have operated at the highest level, dedicating myself to protecting this city and the values it represents. I have always extended a helping hand to those new to the city or in need of guidance, offering support without hesitation. In return, I earned respect and recognition.
Now, as I approach the completion of what may well be a record-breaking tenure within the SAHP, I seek to begin my next struggle by stepping forward to lead the LSPD—an institution that has long been plagued by corruption and favoritism, kept at bay but never fully eradicated. Despite the efforts of many valuable leaders over the years, a permanent and resilient system has yet to be established. I believe it is time to confront this challenge head-on.


- As the city grows more crowded by the day, laws and rules are steadily losing their firmness. A strong LSPD is not enough on its own; what this city truly needs is an LSPD that is both respected and noble in its conduct. Such an organization would ensure a safer and more satisfying experience for everyone—from city officials to ordinary civilians—while also serving as the foundation for other LEO organizations and as a training ground for future leaders.
According to my research and reports, vehicle theft has increased by no less than 83%, and street robberies have risen by 37%. These figures directly correlate with the retirement of experienced soldiers and civilians between 2023 and 2025, combined with the city’s rapid population growth. By deploying effective and competent units at the source of crime, and by elevating daily operations—such as patrols, whose quality is too often questioned—above the city’s current standard, the LSPD can restore security for everyone, especially those who come to this city seeking a new start and struggle to hold their ground.


- Finally, many LEO organizations are gradually losing the noble, professional culture and principles passed down from the past. The primary reason for this decay is the growing obsession with positions rather than service. By establishing new systems, training programs, and documentation that ensure our personnel visibly and tangibly receive the value of every minute they dedicate, we can keep morale, loyalty to the city, and commitment to the LSPD at the highest possible level.
By reminding the entire city that there is another path—that instead of corruption and the hunger for titles, a strong, fair, and effective police force is possible—we can return to what many still call the golden age. More importantly, we can instill hope and determination in our new colleagues and contribute meaningfully to the continued growth and stability of our city.


3. Your advices for improving RolePlay level in organization.

- Primary Focus – First 7 Days:

Our highest priority will be fully training all new officers within a 24-hour period during their first seven days. While the full details are extensive, the system will consist of five structured phases. Officers who successfully complete the first three phases will be eligible to participate in field evaluations. The remaining two phases will be reserved exclusively for units requiring advanced specialization—such as Special Weapons and Tactics or Detective divisions—and will be provided after academy graduation. All five phases are deliberately designed not to exceed 24 hours in total, preventing long wait times and loss of motivation while establishing an active, effective operational force.

- Respect for Veterans and Returning Legends:
Veteran officers with prior service experience, as well as seasoned veterans like myself who have returned from retirement, will be treated with the respect they deserve. At the same time, their accumulated knowledge and instincts will be refined and elevated to meet modern standards of our city.

- Professional Communication Standards:
All documentation and official email accounts will be reviewed daily and maintained in clear, professional English. Communication is the cornerstone of public trust, and following initial training, we will enforce regular audits and inspections to ensure the highest standard of service to our community.

- Unit Morale and Brotherhood:
From past experience, I have observed that officers confined solely to work environments begin to experience burnout after the first seven days. To counter this, we will organize a minimum of two social activities per week, strengthening team cohesion, solidarity, and the spirit of brotherhood within the department.

- Leadership by Presence, Not by Title:
With a minimum of eight hours of active duty each day for myself, I will not be a leader who commands from a chair. I will serve alongside my officers—whom I regard and protect as my own children—leading from the front, maintaining close observation and personal involvement. This approach will reinforce respect for both the LSPD and the ranks we carry.
- Special Night Operations Task Force:
For critical, high-priority operations conducted during late hours, a dedicated task force will be established without compromising LSPD standards. Supported by bonus incentives, earned respect, and uncompromising professional communication, this unit will operate at the highest level—and I will personally lead every night operation.

- Restoring Respect, Discipline, and Command Structure:
Though it is impossible to detail every measure here, it must be stated clearly: to restore the respect once held by ranks and the integrity of the chain of command, we will implement robust bonus systems and strong internal communication. Within less than seven days, we will establish a structure that is understood and accepted by all. From that point forward, we will continuously evaluate and develop our personnel to prove the value, training, and character of every Patrol Officer to the city—while keeping our internal command structure firm and unbreakable.

- Coordinated Leadership and Preventive Oversight:

As a law enforcement officer, my primary goal is to protect the integrity of Los Santos. This current role of LSPD leadership will enable me to create ice values in justice, fairness, and order in regard to keeping our city safe.

To Promote Leadership within the Department

Your advices for improving RolePlay level in organization.

I will make sure the Officers stay professional while they are on duty. I will make sure to avoid unnecessary chatter on radio. I will make sure that the officers follow proper chain of commands and be respectful towards others.

I will make sure my officers don't always resort to shootings. I will promote the use of non lethal weapons while catching criminals who try to evade arrest.

In collaboration with the National Guard I plan to implement weekly training programs to all of my officers so that they become efficient in shooting during serious situations or gunfight.

I plan on introducing a new rank and division which is Air Support and the rank will be called as Air Support Officer (ASU) which will specialize in handling helicopters and drones and it will be the mix of Detective and SWAT.

a.) I want to become the leader of LSPD because i have been 2x undersheriff 2x DCP and 1x Lt general. I'm in state for a long time and in this meantime, I have been highcommand every org, so i have all the knowledge and experience needed to become leader and run the term smoothly.
b.) In my time here I have meet many guys who have great knowledge here and they will come to my term to help me in my term to make it one of the most active term.
c.) There is one best thing about LSPD HQ and that it is near ghetto so we can do ghetto patrol without anyone leaking our special operation and I'll make sure that the ghetto patrols are done frequently and crime rate are under control.

2.1 Journey over here :-
I've started doing role play from last 10 months . I have seen serve failure in my whole journey , I stand up again I started with trainee in LSPD after that got deputy chief of police in same term then I have used to be in FIB High Command, then USSS Director then Undersheriff after that I also got the opportunity to lead LSPD as a acting Chief of LSPD and I am still working hard to be better each and every day.

2.2 Leadership skills : -
After being Acting Chief and deputy of LSPD and SAHP it was just do fast thing happened in my life and learned a lot in small time and now I want to test my leadership skills again and I can see LSPD is the Organization where I am fully confident and I want to prove myself as a good and remembered leader of LSPD .

2.3 Activeness and hardworking :
I am very active and hardworking , yeah it's looks self praising but nah , really I am not praising. A. I have a special place in my heart for LSPD since it was my first organization into the legal field. I started during Rust Viper's 32nd term and worked my way up through several terms and upto Salar's 40th term, gaining alot of experience in the process. I always have a desire in my heart to lead LSPD and it has always been near and dear to my heart was shaped over time by my growing passion and dedication to the departments.
B. I have alot of experience in legal organizations, so I have developed close relationships with members of legal organizations. Because of this i already get along well with other members who are experts in their fields. I keep up positive relationships with other leaders, which will support me in building solid organizational ties. I will make sure that citizens of Los Santos City are always safe and secure with the help of my team.

A. Favoritism is a major issue and I will prevent it by giving promotions based on hard work only and i will give only during official weekly ceremonies.
B. I will involve EMS in events if possible for safety and improve roleplay quality. For example during a store robbery EMS can provide medical aid while Leos secures the scene. It will making events more realistic.
C. I will coordinate with other organizations for special operations. I will also give daily tasks to HCs to maintain activity within the organization.
D. I will make sure the Officers stay professional while they are on duty. I will make sure to avoid unprofessional on radio. I will make sure that the officers follow proper chain of commands and be respectful towards others.
E. In collaboration with the National Guard I plan to implement weekly training programs to all of my officers so that they become efficient in shooting during serious situations or gunfight.
F. I have seen people while processing 10-15 are taking jumpsuit in one have and dragging the 10-15 with other on that unlocking the doors it seems unrealistic, so i will change it by adding 2 things, first undrag the person and then open doors, second radio and cell phone will be taken before taking the jumpsuit.
