Hey Maple Ice here,
Numerous Reasons why this is not FailRP:

1) In Real Life you can find out someone's identification by their documents, where all citizens of this state have their passport's in their pockets/backpacks.

2) There is not a single violation of not meeting any Role Play violations. In this very short clip, we dont even know if this person was showing disobidiency in a cell block.

3) Clearly there was no IC compliance by the forum maker either as we can see in the left eye.

4) And at most with the picture given in the forum, it cannot be PG to search someone for their identification while they are on the floor (it is common to search people while they are sitting/patted down on the floor)
