As u can see this player broke many rules,

1. Didn't broke my bodycam.
2. Run while dragging me ( PG ).
3. Asked for 150k ( max he can ask is 100k )
4. Left me cuffed.
5. Put me in wanted list.
6. Revoked my licenses.
7. Gave me fines while he was away from me.

I won't waste my time explaining the rules to beginners, but there are some points that need to be understood.

Regarding your Claim.
He clearly mentioned 100k, not 150K in your own POV
As far as he didnt broke your bodycam, which is an IC issue, you can make a complaint with GOV about this. No OOC rule break
if you are open carrying, then the officer can revoke your licenses.
Regarding running, you were not being dragged by him; you were running alone.
He already has a bio, so no rule break here.
