We were in the middle of an active RP Situation, which was lining up for a body shot. At this point, the FIB Guy appeared on the scene and placed themselves right in front of us, which interrupted the scene.
I politely asked the individual to move so that the scene could be conducted properly. However, the individual started trolling the Situation by refusing to move and using inappropriate emotes in the middle of the Situation.
I then asked the individual for their ID so that the scene could be conducted properly. However, the Guy continued to ignore the scene and requested my ID instead, when it was their turn to do so.

for him not moving you can deal the situation IC by talking to their leader or high command.
Regarding him not showing ID since he have bio he can refuse.
