Hello,
First of all, creating this forum post was never my intention. However, I feel compelled to do so because of what I believe was a clear case of poor roleplay and a disregard for proper hostage negotiation procedures by the responding law enforcement officers.
My group was conducting a store robbery to fulfill our unofficial weekly requirements and avoid potential punishment for inactivity. We had a hostage present throughout the situation, and law enforcement responded accordingly.
Initially, everything appeared to be progressing normally. However, despite us having a hostage, the responding officers never attempted to initiate negotiations. In fact, they did not even ask whether a hostage was involved or make any effort to establish communication with us.
At one point, ID 2101 approached and stated that negotiations would only take place at a different location because we were robbing a store and not occupying the street. This reasoning made little sense to me, considering we were actively holding a hostage inside the robbery scene and should have been the party with the negotiating leverage.
Due to the lack of negotiations, I opened a ticket and requested staff assistance. Carlos, the FIB Curator, arrived to discuss the situation. Unfortunately, instead of addressing the officers' refusal to negotiate or instructing them to engage with the hostage situation properly, he appeared to support their position.
From the conversation, it became clear that no action would be taken and that the officers would not be required to negotiate despite us having an active hostage. At that point, I informed Carlos that I intended to make a forum report regarding the situation.
As someone who previously served as FIB Director, I am well aware of the standards expected during hostage situations. I have personally seen officers punished for actions far less severe, including firing a single shot before ensuring a hostage's safety. Because of that experience, I find the handling of this situation particularly concerning.
It is important to clarify that I did not immediately execute the hostage. Instead, I approached the officers and clearly informed them that if they continued refusing to negotiate, I would kill the hostage.
The response I received from the FIB officers was that they would not come negotiate because they supposedly had probable cause. This explanation made no sense in the context of an active hostage situation.
We were not standing there waiting to shoot officers for no reason. If law enforcement had complied with negotiations and handled the situation appropriately, there would have been no reason for harm to come to the hostage. The entire purpose of taking a hostage is to create leverage for negotiations, and that leverage was completely disregarded by the responding officers.
I respectfully request that this forum complaint be reviewed by Kevin rather than Carlos, as Carlos was already involved in the situation and expressed his opinion during the ticket discussion. For the sake of fairness and impartiality, I believe an independent review would be more appropriate.
