Even the footpath is considered as the premises of the Gang HQ hence its still a rulebreak. For reckless driving you can place barricades. That isnt fear RP because he has more people of his family around him and also they have the hostages so why would they fear from the leos ? And the word 'madarchood' is a slang no matter used in IC or ooc. Also youtube titles are not considered as an evidence.

Where we will be wrong we will get punish and where you are, You will bear.

There are many situations we have to handle with 'brain' and we were right on footpath instead of road. But if you play and keep a rulebook in front of you, then it can/cannot be rule break.
