I was waiting for my solar panels and this player kills me - no rp, no warning and then he stole my panels

I was sitting at my family house while some people were fighting. I noticed a fam member dead so I went to help them and player 51158 shot me and killed me. I had no previous interactions with this player and I also did not do anything to them.

Officer did not give clear demands to step out of vehicle, he just drove into me - fail rp. Officer was also not wearing a uniform, looks like he was off duty - fail rp.
