Basically A bounty was previously done on our Location, we asked id 252176 not patching he still did so i ordered bounty on him and killed him. All his family member start attacking me so i killed all the people that pull up a gun in this situation .

Apparently you can't order a hit and execute it yourself or have a friend do it as it's abusing the hitman system... I don't understand this myself as a hit is a hit no matter who takes it or orders it it's payed for and executed. I think either the system needs working on or just removing as it's causing confusion and conflict on users of the system
