As Per RDM, You were already in IC matter (Followed and hit by car in Ghetto) and you escaped to city.

However,

ID 187829 will receive a punishment for CR
(Using a vehicle to crash into cars is prohibited)

ID 140305 will receive a punishment for VDM & CR
(Using a vehicle to crash into cars and People is prohibited)​
