When I gave a demand to this player, he started Shooting on me even before the demand was fulfilled.

No rule breaks once you start giving the demands the other person can shoot back before demands being completed and once he starts shooting you can shoot back as well but if he doesn't shoot, you need to complete demands before shooting.
