Rejected RDM + VDM | 115972

While reporting the wizard for UB spikes, me and a random guy (ID 59160) were waiting on the road when the player(ID 115972) just ran over the guy with a car standing by me and downed him which is an VDM. Then he gets out of his car and starts shooting without any warning or demands where I got downed which is probably RDM.
