Speaking foreign language outside the green grass isnt against the City rules , let that aside i was speaking to my friend who is in the car. About the RDM punish i totally agree with Nikkie NoWay , it was totally unnecessary , but he was raming me 3-4 mins before the video that this guy provided. Still , the mute was also unnecessary since it does not break any rules.
