i do think that even if he is governor or not still he break servers rules and should be punished i hope you can discuss the situation with bawan and get the player who break the server rules punished for gr 6.4

Governor isn't required to identify himself unless necessary or is actively engaging on any active organizational duty, other than that he isn't required for his own security and safety.
