As you can see his recording program isnt recording all layers he is speaking at Timestamp: 0.58 but his voice is not recorded. I want the program that it records to be examined and necessary action to be taken ( I have downloaded his POV if pov owner removes it I will send it to admin who reviews this thread)

I'm not recording from any application and there's no movement in the video. I'm recording from the Win + Alt + R keys, which is the WIN GAME BAR, and I'm not talking there either. I think if you try, you'll see there's a microphone mute button in the top right corner. Maybe my microphone was muted. There's no such rule as GR 6.17 anyway. That rule was deleted. If you have the pov, post it so we can see what I said.
