As per what I know only fib can enter black market. But as you can see in his pov he's from lspd and he was in bm. If I'm right then I'd appreciate if he gets punished for his wrong doing since he doesn't have a bio.
I'd like to mention that I am already punished for my mistake. I understand what I did wrong
