The officer used the /recal car command in the middle of a public street without considering the risk of being hit by a vehicle or any other threats. He was alone in the city, and after all vehicles left, there was no realistic way for him to return to his station without support. This is a clear violation of RP rules, showing both Fail RP and lack of Fear RP
