ID 99011 is the person who was flying the heli and he is already punished and serving jail time.
Secondly you can post forum on the passangers who were in the heli as they are not the one who were flying.

However

Please Adhere to the rule ER 1.9 in your case its heli you cant block whole roof with helis and don't give leos space to land their helis there should be enough space left for them to land the helis.
