Hello chief
I posted a forum on a Leo about cuffing me in a hostage situation which is Fail Rp + he was not fearing for his life, cuffing me when I am surrounded by bunch of gangsters where things could have escalated into a shootout.

I have been a Leo for a long time and if I am not wrong in an active hostage situation if you want to cuff someone , Leo need 3:1 ratio of Leo’s to gang.
