Rejected 163382, 163401 RDM

I was driving around the city trying to fine cars parked incorrectly. I saw a vehicle parked incorrectly. While I was giving the ticket, the owner came and removed the car. I thanked him and left when his friend (163382) shot me. When I went to arrest him, he put the gun in his bag and ran away. While I was shooting at him, the owner of the vehicle (163401) came and shot me in the back, killing me.
