On consideration GR 6.3 I 127018

As you can see in the POV 127018 was wearing LI vest for personal use which is not allowed according GR 6.3 and I confirmed from my friend in LI that this 127018 guy is not in LI. How did he get the LI vest which can only given by DD and HOD of Journalism. And how is he using the org vest for personal use? This is clear violation of Genral rule 6.3
