Rejected Admins make wrong decisions and don't do the right things

A man pulls a gun on me and tries to rob me in the city, but he doesn't get punished. I get punished because I shot and didn't kill the man. How do the administrators make this decision? I've been playing this game for a long time and I've never seen administrators make such bad decisions.

The person says he wants to steal a car, but I don't have to get out of the car because of the role. I have the right to escape. The admin doesn't take this into consideration. The guy doesn't stop me from getting out of the car. If I had gotten out of the car, it would have been ridiculous for me to escape, but when I was in the car and had the chance to escape, the admin's decisions are ridiculous.
