As you can clearly see in the POV at 00:42 both IDs 198587 and 208014 were standing on the Circle and were taking loots from it during FZ Raid but they were not wearing any gang clothes as well as they were not having there gang car.
Maybe their gang didn't start the FZ Raid but still rules.

And at 00:14 they were at Main Hanger Circle to take the loot, as u can see in the POV and again at 00:42 they were near Fire Station and only gangster can take that loot from there. So both ID 198587 and 208014 should be punished for using their personal car during an event and not wearing their gang clothes at that time
