GR 1.4 (VDM - Vehicle Deathmatch) & GR 1.5 (RDM - Random Deathmatch - if applicable): * Player ID 34771repeatedly engaged in Vehicle Deathmatch (VDM) by intentionally hitting and running me over with their vehicle. This occurred multiple times without any prior roleplay initiation or valid in-character reason. These actions were a direct attempt to incapacitate and prevent me from performing legitimate in-game activities.
2. GR 1.8 (Griefing/Harassment): * After the initial VDM, Player ID 34771 continued to harass me. They actively followed me from the parking area directly to the entrance of the SHAP building. Their persistent actions, including repeatedly hitting my vehicle and me, were a clear attempt to disrupt my gameplay and prevent me from accessing the SHAP services. This was deliberate and unwarranted griefing.
3. GR 1.10 (Powergaming/Obstruction): * Player ID 34771 actively blocked the entrance of the SHAP building, making it impossible for me to enter and insure my vehicle. They used their vehicle and possibly their character to create an impassable barrier. This constitutes powergaming by restricting another player's legitimate in-game actions without any realistic or fair roleplay engagement. They even used a government vehicle to try and push me away from the SHAP entrance.
4. GR 3.3 (LSPD/Government Faction Rules - Officer Misconduct): * During this ongoing harassment and obstruction, I attempted to seek help from the SHAP Officer present, Officer ID 166918. However, instead of intervening or assisting me as per their duty, Officer ID 166918 appeared to be complicit or actively ignored the rule-breaking behavior of Player ID 34771. Furthermore, Officer ID 166918 also actively prevented me from entering the SHAP building and reporting the incident, effectively collaborating with Player ID 34771 to keep me outside and deny me access to insurance services. This behavior is a clear violation of their professional conduct and faction rules.

I urge the administration to thoroughly investigate this incident involving both Player ID 34771 and Officer ID 166918.
