So we were doing store we demanded free passage for hostage they agreed but as soon as we leave hostage their car block our road and bike also they then we tried to leave as you can clearly see that hostage was not safe and didn't left or neither far from sit in left you can see they started shooting and in aop they blocked our Engine and then I started ar spray in which hostage also you can see I guess their first priority is to save the hostage then arrest

no rule break, if you ask for free passage, Leos can shoot or engine block as soon as the hostage is free. When you ask for free passage, they just cannot place barricades in your way.
