in the video he was seen with the gun in his hand for less than 1 sec (at 58 sec of the video) . he is definitely a hacker

he spawned at multiple non accessible location and was shooting my suspect from a very long distance , the gunshots were not heard from close when he killed the suspect at the first floor of DOC

and i dont want any punishment for speaking when i am unconscious , that was completely relevant and i was very angry
