It’s clear in the POV that Player (222598) is doing UB Driving, as he can be seen driving a punctured car two times.
Regarding the other rules: as shown in the right eye, only one gang member is visible, which means one of them is a gang member and the other is not. The non-gang member should be punished for E.R. 1.2.
They were also using a personal vehicle during a Gang Event, which is a violation of E.R. 1.17.
Additionally, Player (222598) is not wearing Gang Color Clothes. If he is part of the gang, then he should also be punished for G.H. 1.7.
