Approved GR 6.15, GR 6.2, GZ 1.1, Meta Gaming and Mercy killing | 144358 and 138450

Hello dear reviewing admin,

While processing ID 144358 at DOC, ID 138450 appeared and did RDM.
Now its very obvious that these guys were doing Meta Gaming, 10-15 knew exactly when to stall to give his freinds time to mercy kill him as you can see in below POV that he said wait right at the gate and spoke wierdly. Then ID 138450 comes and kills us in GZ. I shot him back since I had an RP Reason to do so and moreover it was a state facility.
After killing me he killed his freind but somehow, once i got patched the 10-15 came back and started running - we shot at him to capture him but as soon as we did, someone mercy killed him again. You can check in logs that who killed ID 144358 at shown time in POV. Later ID 138450 left game to avoid arrest hence avoiding RP.
