We were doing Border Patrols, around 7-8 SAHP officers or more. 2 cars full of Bloods gang members came and started RDM us on the highway as if it was ghetto.

It's wouldn't be considered as RDM because it can be clearly seen in the POV posted by you at timestamp 1:38 one of the SAHP Officer ID 145345 tazed the players sitting in that bloods gang car.
