I did park my car at SAHP HQ, and he stole it from there and moved somehow to other place without engine on in few km's from closed gate. Requesting his POV. Now i should pay 2.3 millions for theft from SAHP HQ which is prohibited as well.

One of your duties is to insure cars to prevent them from being stolen. Why didn't you insure your own car? Don't you know it will be stolen? Also, there is no perspective of when the car was stolen. How will they know that you didn't make up such a lie to avoid paying that money?
