Dear Higher ups,
The previous rejection (here) mentioned that it was an IC negotiation misunderstanding. However, at the 2:11 timestamp, the gang member clearly says they do not want an exchange. Despite knowing this, the SAHP negotiator still released the 10-15.
Because of this clear statement from the gang side, the situation seems to fit GR 6.4 rather than just an IC miscommunication. It feels like this part may need another look, considering the evidence shown in the clip.

Seems like there was a misunderstanding between both sides, as one of them was referring that he arrested him without fearing for life and the leo thought he meant they want to exchange hostage.
