Your gang has been designated a terrorist organization under an executive order. LEOs are permitted to confiscate all weapons legal or illegal from anyone affiliated with the Blood Street Gang. However, that does not give them the freedom to camp outside of your HQ, and it certainly doesn't give them the right to exploit you off your bike.
Also, ER 1.2 only applies to the event area, not the whole city(map). It also doesn't make you immune to city laws, read up on the city news and change your outfit if you want to act as a civilian/family member and not a gang.
