As we saw in the POV, they were already arresting someone so we cant say they were patrolling at that time because they were already involved in the situation.

Regarding the ID, he already showed his ID in the POV

According to SR 5.5, they can enter the ghetto if there is an active situation and in the POV, they were already in that situation
