Dear Administration,

I am filing this complaint regarding a Mass Rule Break committed by the Ballas Gang during a Gun Store Robbery / Hostage Situation involving a High Command SAHP officer.

The Scenario:

1. The Ballas initiated a robbery and took an SAHP High Command officer as a hostage.
2. They issued a demand for $300,000 for the release of the hostage.
3. As the negotiator, I followed their RP and stepped away momentarily to discuss their demands with other units and arrange the funds/outcome (complying with the RP).
4. While I was arranging the compliance, the entire Ballas group abruptly abandoned the hostage and fled the scene.

The Violation:

• No breach was initiated by LEOs
• No shots were fired.
• There was no valid IC reason to abandon the "High Value" hostage and run away without the money.

This behavior constitutes FailRP and Unrealistic Behavior. They wasted the time of all organization members involved and refused to conclude the RP situation they started. Since more than 3 members participated in fleeing, this is a Mass Rule Break.
