After greetings

I was wondering at beach market and I found a shop that the rule GR 1.3 applies on it , I know that because I have seen it many time also I have friends been banned for it even when its totally by mistake and they have no intention to scam anyone and yet they got banned , rules are rules and it should apply on every one right?
So I called an admin in-game but he didn't take an action and he didn't enforce GR 1.3 so I made a forum and it got rejected, it's not fair that some people get away with breaking that rule and other innocent players got banned for the same reason
Please take an action.
