I will explain: I was on Discord with someone and we had some problems with each other. After that, he joined the game and gave me a fine. This is an abuse of police powers, mixing RP with OOC, and HRP. Do I have the right to report
I would like to add that after joining the game, he started spamming me with phone calls in-game. This is considered harassment and abuse

I would also like to stress that this behavior is extremely disturbing and prevents me from enjoying the game properly, due to abuse of police scripts
