In the Ghetto Rules, at the ending therebare markings of Gang HQs. In the pov I am standing inside the HQ's parameters and he is outside. I even confirmed from some other admin and he said yes its punishable. We can recreate the situation as well for better understanding that how it happened. Please take a look at it again sir.
