He shoot me without any demands or any roleplay. He took my bounty but he didnt ask for my passport and he didnt know my name.

The player killed me instantly without any RP interaction. A bounty alone does not justify a kill, especially when game mechanics clearly require identification (ID/passport) before execution. The kill had no valid RP reason and is a clear case of RDM.
Fail RP:
The player completely ignored mandatory roleplay procedures of the bounty system. By skipping identification and interaction and directly shooting, he showed no intention to roleplay and severely damaged the RP environment.
