Not sure what to classify this as but it's at least unrealistic behavior.

These people are kicking and shooting dogs, completely unprovoked with no RP.

I would love to hear a translation of what you guys said. You walked up to it, kicked it, ran away a little, then laughed. So that is definitely not the truth.

Upon reviewing evidence, I have decided to Deny this report.

There is nothing unrealistic over here. If they were shooting you for no reason, that would be considered RDM but, I don't see any Unrealistic Behavior in evidence above.​
