  Scenario:
  
  Gangs have taken over Medlabs, holding 3-7 workers hostage inside. They've rigged a simple gas bomb that will spread deadly gasses into the city. LEOs raid to free hostages; EMS will follow to help workers.
  
  
  Objectives:
  - Gangs:
  Defend Medlabs entrance and kill all LEOs
  Demand LEOs retreat/negotiate.
  Activate bomb or kill all hostages if losing.
  
  - LEOs:
  
  Breach Medlabs, eliminate gang members or arrest them (/me handcuffs).
  Protect EMS treating hostages.
  Defuse bomb (RP: /me cuts blue wire).
  
  Rules:
  • No healing or patching other players
  • No use of personal weapons or vests, only what Admin giv
  • No use of any juices
  
  Admin Requirements:
  Spawn participants from each org
  Respawn Jugulars/industrial trucks.
  Provide: Assault Rifle Carbines + 1 Body Armor (800 ammo).
  Set up: 2-3 barricades at factory doors, 1 bomb prop, hostage beds/chairs.
  
  
  Vehicles:
  
  Jugulars + Factory Trucks (admin-spawned).
  
  Gang wins if bomb activates or all hostages killed → $500k split.
  LEOs win if hostages saved and attackers are neutralized → $500k split.
