As i stated, you may check the ghetto rules again. On the map of hq, the SIDEWALK of that side of the road is considered to be within boundaries of HQ. It means you and your friend started shooting a person who was running on HQ boundaries (Sidewalk). Now, ID 141528 will also be punished for shooting in HQ as I just noticed you put a second video on the report somewhere in the comments of the thread.
