Leoo was born in Rock Ford Hills he was in the criminal orgs robbing pick pocketing he was always the outcast of his family. All his family members are leos as his brother was in LSPD for 5 years. Leoo loved robbing ATMs from the ghetto to the city and even in Paleto Bay he never got caught and he was always on the run loved the criminal life till he got caught. He was selling a people scanner and the FIB found out and sent a UC (under cover) Agent to place Lee under arrest and stop the ATMs and Hostages. The day of the exchange Leoo's suspicions of the exchange was very high as he is smart Lee made sure to have a back up plan to hop in his P1 if it doesn't work out. The day of the exchange they were doing behind the big bank new the tattoo shop and he had the P1 down the street when the UC agent arrived Lee handed the people scanner over and he gets placed under arrest as he turned his self in he promised to never come back to the criminal life ever again.

Leoo started his LEO life under Xen Senpai's term he was climbing the ranks from Cadet, Rookie, and Probie he always had struggles of arresting people he always got it wrong and to a point he had to have a HC help his in order to pass. Leoo still struggled and couldn't make it out till Bob Vestri's term Lee finally figured it out climbing the ranks and hit his 3rd term with LSPD in Charlie Pharaohs term. Leoo was doing great getting the ranks he deserved and was doing great and he was doing snooping around and saw case files of his dad he found out he was in the Gang The Ballas he was confused and also in disbelief Lee was hoping that it was fake but it wasn't and he kept snooping and asked his brothers and they wouldn't tell him so he went to government to get more evidence and thats when he went back into his criminal life but in FIB.
Outcomes
1. Leoo can help his friends or family members to flee if they are being detained.
2. Leoo can lie about requesting a lawyer to a 10-15 and instead process them, as well as not show his ID to conceal his identity.
3.Leoo can arrest someone for fake charges/capture them if he severely dislikes them, or for revenge. (within sufficient RP reasons,
and nothing too severe)
4. Leoo may take bribes (up to 100k & illegal items).
5. Leoo , when arresting/letting go a suspect, is able to take all legal/illegal weapons instead of confiscating them.
