Matt grew up in West London ("The nice side") with his mother Samantha Loman. Matt found life hard to settle in as he had been moving house, to house, to house with his mothers frequent boyfriend changes. Some of the people Matt had been around were gang members and set bad examples on him and made him perform dangerous acts that could end up with him in prison at only the age of 14. At 15 years old, Matt joined a gang called 'The bloods' in which he brutally murdered hundreds of people with 'blood' always on his hands. At 17, he became very close with the leader of the gang and became the Deputy of Bloods. He lead many hostage situations where he killed, robbed and brutally injured hostages. These weren't always civilians though... Matt Had managed to take the Sheriff of SAHP once accumulating a sum of $400.000 for him.
Matt's incredible driving skills managed to keep him away from the police many times as he never gets scared being the wheel.
Unfortunately Matt was caught 3 days later in a gang HQ raid after his crime and was convicted by the SCJ that he will face a 27 year prison sentence for his crime.
After serving only 6 months, Matt escaped...
He has cleared his criminal background and became the leader of 'VAGOS' as Matt Winter.
This is where Matt continued his crimes repeatedly and after 2 years he has still been hiding.
While Leader of VAGOS, Matt met a guy called 'Wong Longg' in which he rolled around the ghetto with shooting the streets. This meant his name was now out again. He became the most wanted man in the city. He faced death everyday for a year and after multiple failed attempts Matt started to fear for his life that one day he wouldn't be so lucky. He once again cleared his history and became Matt Long.
He left VAGOS and handed it to his deputy and then he trained as a police officer.
However, he isn't a normal police officer you see. Matt is corrupt.
He quickly sped through the ranks of PD reaching multiple High Command positions and had made it to many Majors of Divisions.
Currently Matt does not want any pressure on him and likes where he is Superintendent.
At the time, Matt was serious about his work until meeting someone called Zema. Him and Zema quickly became best friends and both want revenge on the PD. Zema taught Matt a lot of things taht aren't all legal but Matt isn't scared. Matt is currently living on the streets an is saving money for a house. This means he will do anything for money to feed his greed an spending habits.
Matt is very distinct able due to his clothes he brought when he had such money. He will always wear, Black, yellow, or a red full Louis Vuitton suit with a black louis Vuitton small duffel bag.
Matt's current mission is to find out who his true father is and kill anyone who gets in his path of stopping him. He wants to film each and every murder he makes in PD as he loves the adrenaline from it.
Matt is a sociopath.

Outcomes:
1. Matt is always recording due to the hidden camera in his bag that is slightly zipped open. This is due to his obsession of wanting to record murders. (Still must turn on using ( /me /do)
2. He can Non-RP drive as he trusts his skills an ability to perform behind a wheel (Not extremely) (still to a roleplay manner)
3. He always carries his radio with him off duty as he likes to keep all his belongings in his bag.
4. Matt can accept fines of maximum ($20.000) to reduce jail time sentence or remove a person off the wanted list or “lose” her body cam of the situation which would ensure the criminal walks free ( Only friends/family or people with information that can be used by Matt).
5. Matt can assassinate other officers and even inject them with Lethal injections that either, kill or make them loose memory for of what just happened for 5 minutes. ( Must be one RP'ly /try up to 2 attempts)
6. Whilst off duty, Matt can rob and kill people with his family
7. Matt carries his ID off duty with him in case he needs to help his family out with a quick hostage situation
8. Matt can sell or buy guns on the Black Market due to his contacts with gang members and a quick an easy purchase option for him.
9. Matt can sell information to criminals or gangs ( info such as raids/ammo runs for orgs/ gang raid and informal) in return for money.
10. Matt can destroy other officers bodycam using (/try command - maximum twice)
