We all know that when a person is unconscious or "downed" on the ground, they should not be speaking. This is clearly shown in the video, where there is a full violation of the Fail RP rule. Surprisingly, the admin who reviewed the initial report overlooked this violation. I request a fair review of the evidence at timestamp 0:32.
