As you can see in POV they said that we will cut the third leg instead of saying the finger which is considered as Fail RP they are just using any type of word that they think in their minds instead of doing proper Role Play upon asking what is third leg they did not even answer properly and said we donot know what is that

Upon reviewing the evidence I have decided to Deny this report

Nothing found as Fail RP as per as the given evidence.
Gangsters can harm any bodypart (with a madeup name of it) of a hostage, if their demands are not being complied.
As well the about the cutting third leg is neither under negotiation, nor under the given demands.
As per as the evidence, it's a conversation between Gang members
