Taking a hostage is not exclusive to Gangs. families and civilians can also take hostages the hostage situation also was not in the ghetto so I'm confused on how we are breaking a ghetto rule while not in the ghetto

If you're doing it as a family, why are most of the members in different families and some in none?
You already received a verbal warning for this from your curator after showing him the footage, so this argument is unnecessary.​

And if u where gang - u should be in cloths (and taking in consideration that it was lot of different fam but same gang i consider that it was ur gang )
also GHETTO rules mean that they re made for all GHETTO MEMBERS (gangs) and are applicable everywhere not only in ghetto for ghetto members
