Wanna know something interesting? they have corrupt bios and 3177 has it to he can confiscate for personal purposes. also they are on duty since they are undercover agents. with 3 they can go into ghetto but this is not ghetto according to the map. if bio allows to confiscate for personal purpose technically there is no rulebreak here as long as they are in uniform which the guy is since he is wearing fib armor

As you said in the POV they were uniform in a vest But he did not even have a vest so therefore that would break a rule. And even with a bio that's not one of his outcomes
