Water isn't a protective barrier bullets still travel through water, in real life and in GTA with the same momentum and the path you take is very obvious of where you jumped and landed in the water, theres 1 ladder on heli pads, 1 ladder on catwalk and 1 steps on catwalk, you started swimming towards the ladder on helipads and where you jumped its pretty obvious, Bullets do not magically lose momentum the moment they touch water, GTA was made as a semi realistic game, so theres nothing fantasy about gta physics. so all you have to do is guess where you think they are swimming and take a chance.

Also the direction the bullets are coming from, is from the spot where the sub is sitting, so its pretty obvious he is standing on the sub marine shooting, and your not even trying to change your path, just kept swimming straight. (also as Leos you know this, if someone jumps in the water after already being on land and shooting, we are allowed to shoot since you jumped in the water to try to avoid dying)
